Community Response To The Proposed Toll-Way for Bandera Road.

International Realty Plus. I was not consulted about the proposed fly-over prior to council vote.  I don't know any businesses that were. I think this flyover will hurt businesses, particularly those who depend on walk in traffic which requires a significant volume of traffic.  We need for the city council to help businesses -- not obstruct them.                              Submitted by: Al, B.

I THINK THIS FLYOVER WILL HURT MY BUSINESS AND MANY OTHERS THAT OR LOCATED ON BANDERA RD., PARTICULARLY THOSE WHO DEPEND ON WALK IN TRAFFIC. WE NEED THE CITY COUNCIL TO HELP AND SUPPORT BUSINESSES IN THE LEON VALLEY AREA, NOT OBSTRUCT THEM.                          Submitted By: Gerald,G.

Unique Communications.
I believe we should have a flyover, however, I do not think a toll should be charged.. My reasons are as follows:
1.  A majority of the traffic on Bandera (Hwy 16) is commuter traffic. Most of these persons are trying to go from IH 410 to homes and businesses past Leon Valley. Some of the traffic is State Hwy 16 traffic that is going through the scenic route through the hill country and to Kerrville and beyond. These people should be able to go through Leon Valley on the flyover so as to not impede local traffic and relieve us of the heavy traffic burden. Without this traffic, people will feel more comfortable shopping in Leon Valley. This may bring back the residents who use Evers Road, Poss Road, Huebner and Seneca as their only means of travel in Leon Valley and get them to travel Bandera where they can shop. I have listened to many who live in those neighborhoods on the other side of Evers and they do not like traveling on Bandera Road because of the traffic. They would prefer to turn right on Evers and right on Huebner and shop in that direction.
2.  Leasing agents charge square footage charges to renters based on vehicle count. When a majority of the traffic of over 80,000 cars a day is commuter traffic and have no intention to  stop in Leon Valley, then the local businesses that lease are paying way to much for their lease. A realistic traffic count would give the renters a better chance to get a good rate per square foot.
3. When vehicles are running at their optimum and not idling, they put out less pollution. With all these extra vehicles in Leon Valley idling at our red lights than we as residents are breathing in their exhaust fumes and pollution. Let those vehicles run at their optimum on the flyover and reduce the vehicle emissions.
4. I am not moved by the argument that a flyover will cause businesses that are near these flyovers to lose business. Look at Austin IH 35, Hwy 183 flyover; look at San Antonio downtown flyovers. The businesses are doing just fine.
5. I believe there will be a minimum amount of noise pollution due to the noise absorbing walls that will relieve the area of noise from the vehicles.
6. I am of the belief that the construction will not be that harsh on the businesses. I base this on watching the construction of a major 6 mile flyover in Austin. I worked there and shopped in that area and I had no real problems with traffic. Most heavy work will be done at night.                                                    Submitted By: Mike, D.

PRO - Argument in favor of the proposed toll fly-over construction.
1. It will relieve congestion on Bandera Road by offering a pass-through to Loop 1604.
2. Reduction in the amount of motorists using residential streets as alternate routes.
3.  Reduction in air pollution due to stop and go traffic.

Con - Argument against the proposed toll fly-over construction.
1. Construction will require several years during which potential customers will be impeded from patronizing businesses adjacent this construction.
2. Businesses will not be easily visible from the upper level of toll-way and exits will be minimal.
3. Cars traveling on the upper level will create an increase in noise pollution.
